The petition for European legislation obliging member states to devote 1% of their GDP (gross domestic product) to Culture has been set up by Armes Progetti, a not for profit association active in the field of cultural policy and planning.
The association is chaired by Monica Amari, expert in cultural policy and processes, who alternates her university teaching career with work in the field of cultural strategies. In May 2012, with Franco Angeli, she published the Manifesto for Cultural Sustainability, illustrating the need for a “European Pact for Cultural Sustainability”.
The aim of the association is to encourage the authorities to acknowledge the concept of cultural sustainability in their agendas, focusing attention on:

- - the economy of symbolic goods
- - strategic plans for culture
- - cultural governance
- - cultural planning on a local basis
